OCTOBER 25, 2003 FEDERATION MINUTES

Chairman David Lemon called the meeting to order at 4:00 p.m. on October 25, 2003, at the Kilauea Military Camp, Volcanoes National Park.

1.  Attendance:  Federation Chairman, Treasurer, Secretary; Henry Staehle, Festival Registrar, and Tim Voss, Hawaii representative for USA West. The following clubs were represented: Lava Klinkers, Slewfoot Prominaders, Hi-Lo Plus, Hi Hopes, Maui Mixers, Pali Twirlers, Rainbeaus 'n Belles, Square Wheelers and Tsunamis.

2.  Welcome:  Dave Lemon welcomed those present and reminded them that all club members are automatically members of the Hawaii Federation of Square Dance Clubs, which is the oversight board representing each club and a clearing house for all state clubs. He said that minutes of the meetings, information on events, and Federation addresses can be found on the Federation website.  

3.  Minutes:  The minutes of the meeting of September 28, 2003, was unanimously accepted as submitted.

4.  Treasurer's Report:  The opening balance as of February 1, 2003 was $872.07.  Income for the year was $9,336.96 and expenses were $3,173.17, leaving a balance on hand as of October 25, 2003 of $7,035.86.  Assets at the same time last year (10/25/02) were $3,968.00. A loan of $2,000 from David Lemon to keep the Federation's checking account free of service charges has been repaid.  The Treasurer's report was accepted as presented.

5.  Committee Reports

   a.    39th Hawaii State Festival 2004

        (1) Registrar's Report:  Henry Staehle reported that 89 people have registered for the festival, so far.  The cost for Federation members is $20 and $30 for others.  Sign-ups for the luau and whale watching cruise are brisk and those who wish to go should make reservations as soon as possible.  Funds for these events are being held in an escrow account.  Festival registrations are fully refundable at any time prior to January 1, 2004.

        (2) Chairman's Report:  Dave reviewed progress and plans for the 2004 festival.  The program has not yet been set, but there are three guaranteed callers and two cuers which will justify using two halls. Some of the callers and cuers will be bringing tour groups with them. It is tentatively planned to include line dancing this year and, if enough dancers request it, A-1 and/or tough plus workshops will be held. Please notify Dave of your interest. A comment from the floor noted that last year round dance levels in general were too high for some dancers who were unable to participate.  Dave asked for volunteers to help out in the evenings with jobs such as the coffee and water tables and clean-up after the dance.

      (3) USA West:  Tim Voss, Hawaii Representative and Co-chair of the 2006 convention, reviewed the purpose and function of USA West. He said that USA West will be dark in years 2004 and 2005, but plans for the August 2006 convention in Hawaii are progressing. Flyers and pre-registration forms are available for the event, which will be held August 6 - 9 At the Neal Blaisdell Center. Registrations prior to March 1, 2005 will cost $35 per person, after which time the price will be $45. No walk-ins will be allowed, but money will be refunded up to the last month.  He described tentative plans being discussed and said that the Policy Board would be looking for support and help in the future.

6.  Correspondence: Correspondence from US National Convention asking if Hawaii plans to participate in the Hall of Ideas during the 2004 convention in Denver.

7.  Old Business:  None.

8.  New Business: 

     a.   Scholarships for prospective new callers:  The question was asked whether scholarships for aspiring callers are available.  Dave affirmed that forms are available and he will email them on request.

     b.  Club Dues:  Dave reported that insurance costs have been increasing each year and that the current $10 for each member just about meets costs.  He said that the Board will be reviewing our dues structure to see if dues need to be increased in order to allow for more lead time.  He asked club representatives to discuss this matter with their clubs prior to the January meeting.

9.  Club Reports and Activities 

     a.  Square Wheelers and Hayseeds:  (a) Community dances have been planned for Oct. 29th and Nov. 5th at the Ala Wai Community Center, 7:30 to 9:30 p.m., and new classes will start on November 12th.  (b) The Square Wheelers' annual Toys for Tots dance will be held Sunday, December 7th, at the Ala Wai Palladium from 7:00 - 9:30 p.m.  A new $5 or more toy (unwrapped) is required for admission.   (c) The Christmas champagne brunch will be held at the Hale Koa Hotel on Sunday, December 14th at 12:00 Noon. There will be an optional $10 gift exchange. Cost is $22, tip included. The Square Wheelers will be dark that evening due to Palladium scheduling. Dave reported that the Square Wheelers' roster now has 52 members and between four and five squares dance each Sunday night.

      b.  Pali Twirlers:  (a) The annual Fall Fling will be held on Sunday, October 26, from 7:00 - 9:15 p.m. at the Ala Wai Palladium. (b) A Christmas dinner and gift exchange is planned for Thursday, December 18th, at Pohai Nani.  All dancers are invited.  Please contact Roger at 254-1817 for more information. The Pali Twirlers will be dark on Thanksgiving and Christmas days.

      c.  Tsunamis:  Tim announced that the Tsunamis would be hosting a whale-watching cruise on the Star of Honolulu on the Sunday after the festival.

      d.  Lava Klinkers:  Jack Russell announced that he was very pleased at the turnout for the dance this year and that the Hot Foot Stomp would be held again next year.

      e.  Slewfoot Prominaders:  (a) The annual Christmas Dance will be held on December 22.  (b) A trail-in dance will be held at KMC the Saturday prior to the State Festival featuring three callers from M&M Records.  They will be bringing in three squares from North Carolina.  He asked that registration forms be submitted prior to December 24.

      f.  Maui Mixers:  The Maui Mixers will host a dance on December 4th featuring Dave Towry, a national level caller.  Steve Strong will keep us apprised, as more information is available.

     g.  Rainbeaus and Belles:  The club is dancing every Thursday with at least one and sometimes two squares.

      h.  Hi-Lo's Plus:  The Hi-Lo's are dancing regularly, usually with two squares. 

       i.  High Hopes:  The annual St. Patrick's Day Dance will be held in 2004 on March 19-21 with caller/cuer Lloyd Lewis who hopes to bring some dancers with him.

10.  Next Meeting:  The next meeting will be held Sunday, November 30th at 5:30 p.m. at the Ala Wai Palladium.

11.  Adjournment:  The meeting was adjourned at 5:00 p.m.
